How to upgrade normal character?

I've heard normal character can upgrade+8,upgrede can get attribute point 40 same special characters.In current patch,how to upgrade normal character? if this patch can't upgrade , Will future patch have upgrade character option?

Normal characters can't be upgraded. Either you get or buy a Special Character Coupon(SPC) to MAKE A SPECIAL CHARACTER which has40 point attribute bonus at level 1 and +8 on one attribute or +4 +4 on 2 attribute ect.
