is always using power rebound better or situational? or does it have a difference?

Basic Rebound is higher than Power Rebound, on the contrary Power Reb is longer than the basic one. Use power rebound only when the ball is falling far from your position and you know a basic reb would not catch it. -
Another question how many rebound attribute does it take to get high bounces?Comment
