PG putting in attributes for Character

Why ever since I got to 1 out of 5 bars on an attribute that I wanna continue adding, it wont let me? This has happened on some attributes that has hit the mark but now I cannot add attributes... idk why..

I wonder if it helps telling you my character is a "Balance Type" ?

Sir, you need at least 3 training points to get 6 bars, 5 points at 11 bars, and so on.

If you want to lvl up a certain attribute to the max, I recommend saving your training points as you level.
