Unable to start game after the update!

I have tried uninstalling, and reinstalling the game, but I get the same message:
"Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item."

Anyone with any idea of how to fix this?

I don't hack, but that reminds me that I newly installed Panda Security which i guess was thought to be a hack...
I just disabled it, and now it's working.
But that means I have to disable it every time I start the game which is very inconvenient.
