Maybe uninstall and reinstall. This happened to me.

i think your using GK version. Try this.
1. Uninstall the game
2. delete all fs2 files
3. Redownload the game
4. clear browsing and cookies history or use CC cleaner
5.Finish the full version download. you will see if its finish once the the % is gone like this one.

dont close the launcher. you have just to wait for it or try steam version but you cant use your GK account to access your old characters.
