Tbh, it's harder to play the game if you don't have around 60 fps. I've had a laptop that barely played around 30-40 fps and it was extremely difficult to rebound because the frame rate was so awful. You really don't need any outside help other than a computer that can run FS2 well and good internet.
I'd say the biggest thing to getting better is your work ethic, how long you play, and what kind of mindset you have going into the game. If you believe in yourself, and play a lot, you will get pretty good. Just don't get TOO cocky too early.
And btw, there is a disadvantage to having a higher refresh rate monitor, and it's money. If your computer can't handle the fps, then there's honestly no point in getting a new monitor.

You don't need anything extra but I'd say get at least 60fps on FS2, stable net (not to be confused with ping!!!), and a decent keyboard and that's all you really need. If you wanna get good just practice a lot, find a set playstyle and find a team that will work with you.
In order of increasing importance for success in FS2:
Peripherals -> Internet -> Cards -> Skill & Experience -> Teammates
Here are some cheesy quotes that reflect success in this game:
"Offense (cards) wins games, but defense wins championships"
"The strength of the team is each individual member. The strength of each member is the team."
“To play a good game, you need a few players.”
“Be fast, be first, but never be alone. Nothing can replace the value of teamwork.”
