Explain what are packs?

I keep getting these packs but I dont know where they go or what they do, someone help?

they go to your mailbox until you receive them from the mailbox and then they go to your item locker

I have received it from the mailbox but nothing appears in the item locker, so this is bugged for me?

This is where they go. Just click on the button on the lower right of the item pack to use it.
