ERROR OPENING THE LAUNCHER

Im having this error called Changebin.exe saying that "windows cannot find Changebin.exe make sure you typed the name correctly, and then try again. To search for a file

Thanks but this is what i downloaded awhile ago, ill just redownload it and lets see what will happen, hope the error wont happen again.
