changebin.exe error cant open launcher GM! ATTENTION!

Many other vn players are having the same problem....

I have been trying to launch the game, and everytime i try, the cmd.exe prompt keeps popping up, and as well the changebin.exe file keeps going too. I have done a complete pc restore to clean any viruses and malaware, countless times i have reininstalled the game, turned off my anti virus still nothing. I need some help.
